Finance Officer: Accounts Receivable

Grade 5 - £22,956 - £25,746 per annum (£27,342 unconsolidated maximum, achievable through performance-related progression)

Full-time post (36 hours per week)

Permanent contract

Location - Primarily at Kingston Guildhall Offices

Our Accounts Receivable is a dedicated team with a large appetite for continual collection improvement. We are looking for an experienced and enthusiastic Accounts Receivable Officer to join our team to help maximise the daily income collection and enforcement process to both Councils through effective, responsive processing activity.

 

This will include the billing, collection and recovery of sundry debt, Adult Social Care, BIDS/CIL and Housing Benefit Overpayments in line with legislation. Reporting to the Senior Accounts Receivable officer, you will be responsible for handling your own caseload from start to finish in relation to debt recovery.  

 

The focus on this role is to collect outstanding debtor accounts, including Social Care debt, to encourage debtors to settle or enter payment plans. You will also be required to communicate with necessary parties with a view settling the debt and be confident in dealing with complex issues that may arise. These roles will mainly be based at the Guildhall,Royal Borough of Kingston upon thames.

Rent, Service Charge Billing and Recovery Officer

Grade 6 - £24,999 - £28,356 per annum (£30,108 unconsolidated maximum, achievable through performance-related progression)

Full-time post (36 hours per week)

Location - Kingston Guildhall Offices

This is a busy and exciting role working in a team responsible for the maintenance of approximately 4,750 rent accounts and approximately 1,450 leaseholders’ accounts. There are also a number of other ancillary accounts for garages, private sector leased properties, tenant/landlord loans that the team will be responsible for.

 

You will liaise directly with tenants, leaseholders and key stakeholders (e.g. colleagues in Housing Services) and undertake appropriate action to keep rent accounts and leasehold service charge accounts up to date.

Excellent Customer Service skills are a must and your highly developed communication and organisational skills will enable you to negotiate repayment arrangements and effectively monitor compliance. Where appropriate you will also be expected to prepare detailed cases and evidence for any disputes and represent the council as a witness in arrears recovery cases.

 

Ideally we're looking for someone with experience of working in a team within a leasehold services environment with an understanding of leasehold management, specialist knowledge of leasehold income recovery is desirable. However we are committed to growing our own talent for those that can demonstrate excellent customer service skills with relevant experience, potential and an eagerness to learn, and an interest to pursue a career in finance in local government.

Rent Arrears Recovery Officer

Grade 6 - £24,999 - £28,356 per annum (£30,108 unconsolidated maximum, achievable through performance-related progression)

Full-time post (36 hours per week)

Location - Kingston Guildhall Offices

Ideally we're looking for someone with previous experience in the social housing sector but would consider applicants with the ability to demonstrate experience within a similar income/debt collection role or front line customer facing service . We need skilled and effective communicators and confident negotiators who are able to liaise with a variety of stakeholders in order to deliver challenging rent collection targets. We are willing to grow our own talent for those that have strong customer service skills and experience in a customer-facing role, with potential, an eagerness to learn, and an interest in pursuing a career in rent recovery in local government.

 

You will be responsible for maximisation of income collection and arrears reduction on a patch of up to 1000 residential council properties. You will be assisting tenants in financial difficulty and signposting them to support services to help them sustain their tenancy.

 

Where preventative action fails, you will be required to take appropriate recovery steps and possible legal action to recover the debt.

 

The roles require regular monitoring of rent accounts to detect and prevent arrears in accordance with the pre-action protocol and the council’s arrears recovery procedure.

Finance Lead - Business Partner

Grade 8 - £32,637 - £39,930 per annum (£41,847 unconsolidated maximum, achievable through performance related progression)

2 x full-time posts available (36 hours per week)

Location - Sutton Civic Offices and Kingston Guildhall Offices

We’re looking for two Finance Lead - Business Partners to join our Finance Engagement and Advice section of the Shared Finance Service. You will support at least one of the service areas of the Councils, and will partner and collaborate with colleagues across the Shared Finance Service to provide seamless finance support to our customers. You will provide financial management support and advice to service areas across the core financial cycle of budget setting, budget monitoring and closing of the accounts.

 

You will act as a critical friend to the business and provide insightful financial analysis to support business improvement and change. You will also need to support the provision of advice and guidance to service managers in setting their detailed budgets. In addition, you will work very closely with the Senior Finance Business Partners and the Team Leader to ensure financial, activity and performance management information is aligned and reported on a timely basis. A flexible approach to work is crucial.  


For this role you must have direct experience of supporting managers in fulfilling their budget management responsibilities, and the ability to communicate clearly and effectively to both finance and non-finance staff is vital. You will have excellent team working and influencing skills, excellent IT skills are a must (including Microsoft Excel and Google Apps), and have the ability to learn quickly how to use the Councils’ finance system Agresso. You will have a positive and proactive attitude and take personal responsibility for delivering high quality financial services that support our stakeholders to achieve success.

Senior Finance Business Partner

Grade 10 - £47,541 - £55,569 per annum, pro rata to part-time working hours (£57,627 unconsolidated maximum, achievable through performance-related progression)

Full-time (36 hours per week) and 1 x part-time post available (21.6 hours per week)

Location - Sutton Civic Offices and Kingston Guildhall Offices

We’re looking for Senior Finance Business Partners to join our Finance Engagement and Advice section of the Shared Finance Service. You will be responsible for working in partnership with service areas, providing constructive challenge and recommendations to senior leaders in Kingston and Sutton Councils. You will ensure high quality of financial management, delivering useful insights and translating business intelligence into business success.

 

A key focus of the role will be providing strategic financial support, challenge and advice to Governance Boards and transformational project boards and act as Lead Finance Officer on a number of project teams as required. You will ensure that the change initiatives are provided with financial modelling support, highlighting the financial impact to the wider organisation.

 

You will support the core financial processes and activities, including financial planning and budgeting, financial management and monitoring activities, and financial year end processes. You will also motivate and provide day-to-day support to the Finance Lead - Business Partners, including feedback on performance and coaching to develop skills and knowledge, working closely with the Team Leader under a matrix management arrangement.

 

You will be likely to be a qualified accountant (CIPFA, CIMA, MBA etc) or have demonstrable equivalent experience of operating at that level. Experience of working within a business partnering model and/or the ability to demonstrate an awareness of what is required to deliver the outcomes of the model is essential.  

You will also be a positive and proactive leader who motivates those around you and takes personal responsibility for delivering high quality financial services that support our stakeholders to achieve success.
